Study on Selection Criteria for Community Care Service Recipients: A Scoping Review

ABSTRACT
Objective: This scoping review examined Korean literature on community care services to summarize eligibility criteria and selection methods and to inform clarification of criteria under the Integrated Care Support Act, which will be implemented in 2026.Methods: Studies published between 2019 and May 2025 were searched in KCI, KISS, RISS, and DBpia using terms related to integrated community care and medical-care support services. Studies were included if they involved community-dwelling individuals who received community care or related services and explicitly reported eligibility criteria. The review followed PRISMA-ScR guidelines.Results: A total of 2,964 records were identified, 1,653 were screened after duplicate removal, and 11 studies were included. Eligibility criteria were categorized into age, health and functional status, social vulnerability, and prior service use or administrative linkage. Selection primarily relied on direct applications or recruitment from existing service users. Conclusion: Participant selection was shaped not only by care needs but also by service pathways and administrative structures. The findings highlight the need to refine eligibility standards and strengthen proactive screening and case-finding systems before policy implementation.
